The Work Central Project

Work Central provides technology-supported case management services for low-income workers by phone at convenient day, evening, and weekend hours through a partnership with public and private organizations. The ultimate goal for Work Central is to prevent return to cash assistance among former TANF recipients by pursuing specific goals of re-employment, job retention, career advancement, and asset accumulation.

The Dislocated Worker Project

Connectinc is under contract with the State Employment Security Commission to connect dislocated workers with benefits provided by Congress in the 2002 Trade Adjustment Assistance (TAA) Reform Act. These benefits include income support, job search and training allowances, relocation assistance, tax credit for health insurance costs (Health Coverage Tax Credit—HCTC), and transportation subsidies.

The Health Central Project

Health Central is a prescription assistance program that we added to our standard menu of employment support options in 2007, thereby leveraging the investments of state and federal workforce development efforts, improving workers' abilities to become economically self-sufficient and contribute to state and local economies, and creating a healthy workforce to add productivity and attract industry. Health Central supports patient compliance by facilitating access to free prescription drugs offered by pharmaceutical companies. The North Carolina Office of Research, Demonstrations, and Rural Health Development operates an electronic prescription drug program called MARP (Medication Access and Review Program) that allows Connectinc to assist uninsured and underinsured customers with chronic health problems.

WIA (Workforce Investment Act) Follow-up Services

Connectinc is under contract with seven Workforce Developments Boards across North Carolina. Connectinc is providing continuing employment support services to Workforce Investment Act (WIA) exited customers from Capital Area, Cape Fear, Davidson, Eastern Carolina, Greensboro, High Country, Region C (Isothermal) and Turning Point. Under this arrangement, these local areas provide contact information to Connectinc for each WIA participant exiting training. Connectinc contacts prospective customers on a first-come/first-served basis to offer follow-up support for achieving employment, job retention, or career advancement.

The State Foreclosure Prevention Project

In October 2008 Connectinc entered into a partnership with the North Carolina Office of the Commissioner of Banks (NCCOB) to help prevent mortgage foreclosures in North Carolina. Last year, there were approximately 50,000 foreclosures in our state with half of those foreclosures involving subprime loans. That number is expected to increase by as much as 20%. Connectinc and the NCCOB are reaching out to these homeowners in an attempt to connect them with housing counselors and other available resources to avoid foreclosure. The NCCOB has been given the authority to delay foreclosure for an additional 30 days beyond the 45-day notice required of mortgage services to homeowners that are working with Connectinc and NCCOB.

WIRED

Through a contact with the Piedmont Triad Partnership, Connectinc assists WIRED-funded projects in evaluating outcomes and achievements through common and performance-specific measure. Quarterly reports are collected from 29 WIRED grant recipients so that Connectinc can review and summarize their progress towards project benchmarks.

DWUA (Dislocated Worker Unemployed Adult)

The Dislocated Worker Unemployed Adult Outreach Initiative (DWUA) has received funding and hired 10 staff members. The DWUA outreach initiative is sponsored by the North Carolina Commission on Workforce Development and the American Recovery and Reinvestment Act of 2009. This is a free service that will confidentially connect families with needed resources in their communities. This program offers: assistance with job searches, referrals and resume writing services. Customers can also research information about career and education options that are available in their area.

TBB-NC (The Benefit Bank® of North Carolina)

The Benefit Bank of North Carolina (TBB-NC) has received funding and began in March 2010. TBB-NC is a Web-based service to connect low-and-moderate income North Carolinians with work supports such as: college financial aid (FAFSA), Medicaid, SNAP (Supplemental Nutrition Assistance Program), childcare subsidies, health insurance and other benefits. TBB-NC will provide quick, easy access to work supports by simplifying complex application forms, into easy-to-answer questions posed by a counselor. The software will utilize the data to complete forms for federal and state income tax returns and public benefits, then informs the customer of additional benefits they qualify for.
